1. PCG Report on the Budget
This year's budget represents a 2% increase in basic tax
rates for most contractors as from April 2003 but, as is always
the case with this Chancellor, the changes are not always immediately
apparent.
The main feature is an increase of 1% in National Insurance
contributions for employees, employers and the self-employed,
but this is linked to a significant change in the application
of NI to higher levels of salary.

Look out also for the budget summary by Anne Redstone of Ernst
and Young, a leading authority on IR35. This will be published

2. PCG Elections
A final reminder - this is your LAST CHANCE to vote in the PCG
Elections for the Consultative Council. Voting closes at 5:00

3. IR35 Toolkit Seminar Roadshow Scotland
The IR35 Toolkit seminar roadshow visits Scotland in early May,
giving those working north of the border the opportunity to
attend this event. Speakers include some of the countrys acknowledged
experts in IR35, including Anne Redston from Ernst and Young,
PCGs Kevin Miller and expert practitioners from Accountax and
Qdos. The venues are Aberdeen on Wednesday 1 May, and Edinburgh
on Thursday 2 May. Afternoon and evening sessions will be held
