ICAEW Delivers Submission | Agency Regulation Paper Published | Campaign News

ICAEW delivers submission.

Following a working party, which included the PCG, the Institute of Chartered Accountants -ICAEW- have delivered a powerful submission to the Inland revenue. One of the main conclusion's states: "We believe that if the proposed rules are enacted there will be no significant financial gain to the Treasury. The operation of the rules will be extremely burdensome if not unworkable. This will impact on the entrepreneurs who have set up personal service companies and who are contributing successfully to the economy. A particular hard hit area will be that of information technology ('IT') where such arrangements are common and are often insisted upon by clients. Many individuals working within IT are highly mobile and may well seek to take their skills and knowledge to other countries, thus depriving the UK of an invaluable skills base."

Agency regulation paper published DTI Consultative Document

The long awaited consultative document from the DTi concerning " Regulation of the Private Recruitment Industry" has now been published. It is interesting to compare the detailed paper produced by the DTI to the information published by the Inland Revenue on IR 35. We also note that the DTi have carried out a Regulatory Impact Assesment (RIA). The main point of contention for Agencies is the outlawing of Temp to Perm fees. Coupled with the threat posed by IR 35 the increasing regulatory enviroment threatens one of the fastest growing business sectors in the UK.

Campaign News

The Welfare Reform Bill, having passed its stages in the House of Commons, moves onto The House of Lords. The date set for second reading in H.of L. is Thursday 10th June. The Professional Contractors Group will be putting together a briefing paper to be circulated prior to that date and, we may well hold a briefing meeting on that day in the House of Lord. If you have a former Member of Parliament who is now in the House of Lords, it is worth writing to them. You should refer to the fact that you are a constituent in their former constituency and ask for their help. I have put an outline of such a letter on the members website but you must make your letter as relevant to yourself as possible.
