66,000 Small Businesses face closure.
David Ramsden, director of the PCG, said: "The Government's
initial attempt to introduce this proposal via the Welfare
Reform Bill without proper consultation was an attempt to
legislate through the backdoor. The appearance of the Regulatory
Impact Assessment at the 11th hour is totally contrary to
open and fair Government. It also seems incredible that
the Government seems willing to endorse the closure of so
many small, entrepreneurial businesses.

The Tax Faculty of the Institute of Chartered Accountants
in England and Wales, the Chartered Institute of Taxation,
the Confederation of British Industry and The Law Society
have written jointly to Dawn Primarolo to express their
concern at the manner in which sweeping changes are being
proposed to the tax system without proper consideration
of their impact on business and on the economy.
