- PCG AGM Conference
The 2001 PCG AGM Conference is being held in York on Saturday
13th October. After the success of last year's inaugural conference
where Sir John Harvey-Jones gave the key-note speech, we are
preparing to make this year's event bigger and better.
This year Professor Richard Scase will be the keynote speaker.
Professor Scase is the author of 'Britain 2010: The Changing
Business Landscape' which has not only received worldwide media
attention but also has contributed to UK Government planning
and strategy. He is one of the UK's leading professional facilitators
and an authoritative business forecaster of scenarios for this
century.
Richard was recently voted as one of the top ten most influential
people in Britain on Personnel/ Human Resource management by
Personnel Today.
In the evening there will be a dinner for attendees. This year
the after dinner speaker will be Gyles Brandreth, previously
Lord Commissioner of the Treasury under John Major and currently
a writer on the Sunday Telegraph Review.
The conference will consist of a number of activities throughout
the day including:
- Directors' review of the year with Q&A; session
- Dealing with Hector and Mrs Doyle (featuring talks by:
Dave Smith, an employment law expert from Accountax, Anne
Redston and Bond Pearce- also featuring a Q&A; session).
- Lunch
- Marketing your Business (talks by: Marketing Expert Peter
Harrington on 'Selling yourself more Efficiently', ATSCo Director
Ann Swain on 'Working with your Agent' and PCG Financial Director,
Kevin Miller on the 'Consultant Status Audit trail').
- The Future of the PCG by Chairman Jane Akshar
The introduction of an informal exhibition will also offer affiliates
a unique opportunity to raise their company�s profile and promote services
among PCG members. PCG has also negotiated a rate with a local bus company
for a 'hop on, hop off' bus tour of York. Please see the Conference

Employment Status Manuals updated with PCG
JR case law
The Inland Revenue has updated its Employment
Status Manuals with further information on Mutuality of
Obligation and Mutual Intention. The update cites parts of the
PCG�s Judicial Review of IR35. It says the JR �established that
there has to be an "irreducible minimum of mutual obligation"
for there to be a contract of service and hence employment.�
The update quotes the Judge where he told the court: "Of course
there is in fact no contract between the client and the service
contractor, and thus no obligation on either party owed to each
other, but it must be significant, when applying the common
law test, to consider whether, looking at the actual relationship,
and a notional contract, between the client and the service
contractor, any obligation would be owed by the client."
